I have been a student of the economy for decades, ever since I was a banking loan officer after college. I developed vertigo watching CNBC's quote crawl. As a real estate broker for almost 30 years, supply and demand has been a constant in my life. Here's my idea for the economic stimulus Plan. I am calling it PUSH. People United to Secure Housing. Premise One

Each home is a microcosm of the economy as a whole. With each purchase, many things happen after the acquisition transaction.  Owners hire service people and purchase items for their new home, which begins a ripple effect from the retail down to manufacturing and raw materials. Property acquisition has both bottom-up and trickle-down economic effects.

 

Premise Two

The current decline in value in real estate has been exacerbated by the inventory of foreclosures in the hands of many lending institutions that have received TARP money. The decline is enough to affect every aspect of surrounding areas.

 

Premise Three

Vacant properties are accidents and crime waiting to happen. Vandalism is rampant and many properties are unlivable. Vacant homes are causing property devaluing on their surrounding areas.

 

Premise Four

There is, and will continue to be, a burgeoning need for housing for the elderly and the disabled especially in light of the aging baby boomers.

 

Premise Five

Unprecedented economic issues require rapid relief in a demonstrative way on the housing level.  What we’re experiencing now requires thinking outside the box with a “can do” attitude.

 

 

  • Executive Summary

    Introduction
    PUSH, People United to Secure Housing, is an organization whose objective is to work with the federal government and lenders involved in the TARP program in finding timely solutions for the current excess of foreclosed residential property brought on by the current housing crisis.

    Since it is well established that the crisis began with housing, which has now caused staggering job loss and a myriad of other economic woes, the solution should begin with housing. This organizatin will be formed to meet the time sensitive and critical need to create jobs by putting people back to work rehabbing properties that are bank owned and then to make use of the housing for the greater good, such as housing for the elderly and the disabled while reducing the surplus housing supply.

    PUSH will utilize the most environmentally sound methods of building and use sustainable materials and alternative fuels whenever feasible.

    Our staff of professionals, craftsmen, and laborers, will all be US citizens and in need of employment and benefits.

    We will operate under complete transparency.

    The Company
    The founder has extensive experience in the arenas of housing for the elderly and that of special needs adults. They have been involved with the successful rehabbing of properties for many years and have resources to mobilize work forces in all areas of the country. The plan is to create a not-for-profit or non profit.

    Services
    We will secure qualified local professionals, who have experience in their geographical areas and rehabbing crews will be formed.  We will create area specific templates to maximize efficiency and operate under complete transparency with assurances to comply with high standard building codes and labor laws. We will use the most sustainable materials as much as possible and will insure oversight in all areas. We will purchase materials locally.

    The Market
    There are currently no reliable figures available as to the number of foreclosures that are in the lender inventories, as it is a highly volatile and fluid situation and prices are dropping rapidly. But they number in the tens of thousands and are growing. Vacant properties in hardest hit areas beg for an immediate solution that will create housing for the greater good; the population that needs it most while, at the same time shrinking the supply of homes which has been artificially high,  and putting people to work.

    Financial Considerations

    We will be entirely reliant on the banks’ over supply of foreclosures, and their assumed willingness to participate in this program in light of the Tarp bail-out package the government is currently making available to them. We will need also need funding from federal government to help us coordinate “shovel-ready” teams to operate with appropriate, aggressive plans to provide immediate relief of the current situation in both housing and employment.

     

    1.1 Objectives

    PUSH intends to

    • Secure funding from the federal government and operate with total transparency as a non-profit  national agency with open invitations of input and  oversight by federal officials
    • Mobilize the workforce and begin to set up necessary teams with qualified foremen and/or team leaders. We will provide benefits, first under COBRA and then have our own healthcare plan.
    • Create area specific templates to utilize the most effective pipeline for materials and services.
    • Identify properties to rehab for greater good of the population.
    • Use sustainable materials and alternative fuels wherever and whenever possible lessening our dependence on foreign oil.
    • Identify properties of historical significance for special review.
    • Be parent providers for the population that needs housing, and then eventually turn the properties over to qualified providers who will also operate under complete transparency.
    • Involve the car companies with bailouts to supply some vehicles for PUSH.

Mission

Our mission is to mobilize quickly and be “shovel ready” with inventory and personnel to proceed with local, state and federal agencies on board with the understanding of the apparent urgency and to provide solutions that will benefit local, state, and federal government and the economy as a whole.

We will create standards and qualify teams as PUSH teams and providers as PUSH providers.

We are ready to serve either as a pilot program for one area or to mobilize the entire network of teams to implement our vision to create timely solutions for our most pressing problems.

 

My response to some questions from a friend who has read over this page..

The Tarp bailout is getting voted on next week in the house. In exchange for this bailout, I don't think it's unreasonable to expect that the banks, who were at least complicit in this debacle, to give something in return for saving their butts...not all, but a small percentage of their non performing assets. Bankers don't want to own real estate but they want the bailout.The government has purchased some of the mortgage backed securities so it's unclear in some cases who really owns the houses. But the banks are selling them because they service the accounts even after the asset has been sold on the third party market. This is not business as usual in any sector of the American economy. We have not been here before. They're selling houses for pennies on the dollar and it's destroying the wealth of  millions of Americans because when a foreclosure hits a neighborhood, it effects the entire neighborhood. There are some areas so hard hit, they look like war zones. Imagine how many have lost their life savings? .
PUSH is the parent, or umbrella organization. There are definitely things that have to be worked out as far as which organizations get involved. But it's not brain surgery. As far as upkeep, that's all part of the PUSH army of people being put back to work getting this housing ready for the onslaught of the elderly and disabled coming up the pike at break-neck speed. And retrofitting the homes with sustainable materials and alternative fuels to help reduce dependence on foreign oil is going to please everyone and help consumer confidence. The supply of homes on the market needs to shrink. The government is going to be throwing lots of money away as a stimulus. Some of it might as well be used dealing with the effects of the problem, the foreclosures themselves. Have you ever seen some of the footage of the Americans during the WPA? They put 100 men to work where they only needed 20. This is just the beginning of an idea. And it's just so crazy, it might work!  If this is going to work at all, it has to be done very quickly... before the snowball gets any bigger. The stock market went down over 300 points today. I want your gut feeling, as a friend.. because I respect your business sense and I know you know some powerful people. Do you think it could work if these details can be worked out?
